He serves in the Central Civil Services of India.

Early Life and Education

Harish was born in Rishikesh, Dehradun, Uttarakhand, into a rural Yadav family. He completed his schooling at Kendriya Vidyalaya, Virbhadra, and IDPL Inter College, where he first developed his interest in writing.

He earned an M.A. from Garhwal University, Srinagar, followed by an M.Phil. from Alagappa University, Tamil Nadu. He later received a Ph.D. in Economics and was awarded a D.Litt. for his contributions to literature. His doctoral work explored environmental economics, rural transformation, and sustainable development—areas that continue to shape his academic and policy engagements.

Career

Harish joined the Civil Services in 2006 and has served in multiple ministries and departments of the Government of India, including the Ministry of Micro, Small and Medium Enterprises (MSME). He was the editor of Laghu Udyog Samachar, a government publication focused on MSMEs.

Over the course of his career, he has held 24 official designations, earning a national record for versatility in civil service roles. His responsibilities have included serving as Special Officer in the Wildlife Crime Control Bureau and as a Resource Person for the Securities and Exchange Board of India (SEBI) in 2012.

He has represented India at international forums such as UNESCO events and the Royal Commonwealth Society, London. His work spans sustainable development, public policy, youth leadership, and global cooperation.

A major milestone in his administrative career was the MSME Expedition—a 3,500 km outreach programme across five states in 12 days, conducting 75 awareness meetings and engaging thousands of citizens on MSME schemes and self-employment opportunities.

He is also associated with the Athletics Federation of India.
